GoErie.com: Youthful violent offenders present problem for prisons

In Erie County, the number of juveniles accused of committing crimes has remained relatively stable since 1999, according to a recent study by the Mercyhurst College Civic Institute called "Erie County Youth in Prison: Juveniles in the Adult System." The study also found that 91 percent of the 202 juveniles accused as adults between 1992 and 2007 were 16 and 17.

Those cuts alone would raise the unemployment rate by 1.1

The Obama administration threw open the curtain on years of Bush-era secrets
Monday, revealing anti-terror memos that claimed exceptional search-and-seizure
powers and divulging that the CIA destroyed nearly 100 videotapes of
interrogations and other treatment of terror suspects.

top threat to the nation's security. The downturn could produce political
instability and damage the ties that hold countries together. Countries might
even be tempted to engage in financial warfare, officials say.
The concern now is not the gross size of countries' economies, but how money
moves between countries, and the way those movements can turn into a kind of
financial warfare.

- Take China and the United States. The Chinese now hold about $1 trillion worth
  of U.S. debt, including Treasury notes and other securities. That gives them
  enormous power over the U.S. economy. Were they to suddenly sell those
  securities, the U.S. dollar would tank.
- Another critical area is Eastern Europe. Governments from Poland to Romania
  are seeing their currencies plummet compared with the dollar and the euro; this
  means a decline in the standard of living. After the collapse of the Soviet
  bloc, these countries turned away from socialism and toward free markets and
  Western democracy.
- The other big financial warfare threat involves al-Qaida. Osama bin Laden has
  made clear how much he would like to bring down the U.S. financial system. But
  he does not have the tools, expertise or capital to manipulate the U.S.
  financial markets the way China or other players could.

  today in an especially precarious situation.

went missing, officials knew just what to do: Blow something up to demonstrate
how dangerous high explosives can be.
Authorities have also offered a $25,000 reward for help in
finding who stole the explosives last year from a man who stored them in a
locked container on a remote hillside near the Cleveland National
Forest.

  or October. Mann estimated the blasting agent was at least 20 years old and had

Kanzius seemed an unlikely person to invent a possible cure for
cancer.
He worked for many years as a radio engineer, first for RCA,
then for WJET-TV. But it was his background designing and fixing radio
transmitters that led to his invention.

- Doctors had diagnosed him in 2002 with chronic lymphocytic
  leukemia, a rare cancer. He was undergoing chemotherapy when he began thinking
  about using radio waves to burn cancer cells.
- "I remembered how I could stand next to a 50,000-watt
  transmitter and not feel a thing," Kanzius said in 2004. "But if I held a penny
  or something metal in my hand, I would instantly get burned."
- It took a couple of years, but he convinced Curley and other
  researchers at M.D. Anderson and UPMC that perhaps they could target cancer
  cells with tiny pieces of metal, then heat them with radio waves emitted from
  outside the body.
  
  The cancer cells would be
  destroyed, but no healthy tissue would get burned.
- Kanzius often said that he wanted to keep as much of his
  invention's business in Erie as he could.
  
  He
  told Jim Dible, president of the Erie Regional Chamber and Growth Partnership,
  that it was his wish that Erie play a major role in both the human trials and
  the development and manufacture of the devices.
