The Morning News is reporting that the personnel committee has voted to send a resolution to the council that would provide an additional $100 per month to employees who use their bilingual ability as an official part of their job.


The reality is that our city staff must interact with Spanish speaking residents constantly. Yes, if we didn’t have an illegal immigration problem, then we wouldn’t have a language barrier problem. But, we do. We must equip our city to deal with current reality of our city.


Paying someone extra, because they have additional skills that they’re required to use in their job, is the right thing to do. The ability to speak both English plus another language fluently is a specialized skill set that not everyone has. If we need to keep and attract bi-lingual employees, then we should compensate them for that talent.


Having said that, this particular resolution does not require a formal ‘test’ to determine who is bi-lingual. Instead it relies on the department heads to make that determination. That is somewhat concerning, as we would not want the policy to be applied arbitrarily.
