I think that it is a good idea to place as much of the content related to a page, directly into the page, as oppsed to using external annotation systems. However, this is just a guideline and I can already think of quite a few reason to also use an annotation system such as this DiigoServce.
The answers to these questions will inveitably be constrained by Scope issues. Specific reasons for this will be added as Sticky Notes. Note that the use of this Annotation system is in itself an example of how the capabilities emerging from the Technology Domain will enable (or constrain - setting the Scope for ) the ways we communicate.
