. As practical reasoners, we have no choice but to determine our
responses to what we observe — even if everything we do —
and so, everything we decide to do — is determined by events in
the past.

- But none of these facts, taken singly or
  together, is intrinsically action-guiding; none can free us from the
  task of drawing our own conclusions about what we have reason to
  do. This is true even of facts about reasons. Whatever the basis of
  these facts may be, the normative relations among them are far from
  determinate. We have to make the necessary determinations
  ourselves. Given everything we know about what is and what ought to
  be, we have to determine how we are going to act.
