This is a moderately attractive woman with a decent figure who pays £12k for plastic surgery and then lets herself be photographed with her ill-fitting bra showing through her t-shirt also in the wrong size.

The 'before' photo is in close-up, the 'after' photo isn't, but I can't see any difference. Perhaps the belief that she has made a difference has improved her self confidence, which is why she attracts attention. But I think that dance classes would have done the same trick, at a fraction of the cost, and also improved the obviously poor posture.

Reading this, I am not sure whether it actually means 'beautiful' or neat, smart, well-groomed. I think that quite plain people, with the right hair cut, appropriate clothes, good posture, facial expression etc can project much better than those who disguise their natural attractiveness with the wrong clothes, poor postures, scowls and so on.
