FINLANDE démocratie

L’Association finlandaise TUTKAS a été fondée dans les années 70, constituée dès le départ de membres du Parlement et de scientifiques, avec l’objectif avéré de renforcer et de développer les contacts entre scientifiques et représentation nationale (députés).
Les relations avec le Parlement, et les initiatives à entreprendre de concert ont donné lieu à différentes réunions, enquêtes et rapports dans les années 80.
C’est en 1992 que le Parlement a adopté une proposition, à l’initiative de TUTKAS, d’inviter le gouvernement à publier, à chaque échéance électorale, càd. tous les 4 ans, un Rapport blanc sur l’avenir de la recherche en Finlande à chaque échéance électorale.
Suite à la présentation de ce 1er Rapport blanc en 1994, le Parlement finlandais crée son Comité pour le Futur.

- TUTKAS a soutenu pas à pas les enquêtes destinées à ce rapport, de même qu’elle a inspiré, en tant que regroupement informel de scientifiques plus encore que comme association officielle, différentes initiatives concernant les relations entre Sciences, éducation et société.

The Digital Governance in Municipalities Worldwide Survey
assessed the practice of digital governance in large municipalities
worldwide in 2007.
Our instrument for evaluating city and municipal websites
consisted of five components: (1) Privacy/Security; (2) Usability;
(3) Content; (4) Services; and (5) Citizen Participation.
Based on the 2007 evaluation of 86 cities, Seoul, Hong Kong,
Helsinki, Singapore and Madrid represent the cities with the highest
evaluation scores.
