A lot of southbound boats, headed for cruising in Mexico this winter, have asked for ways to donate needed items to the children's schools in Baja. We have friends that live and have a small business in Bahia Tortugas and we contacted them about giving back. They responded with the following lists, compiled by the Mayors wife, for the schools of Bahia Tortugas.
We hope, if you're heading south, you can help out as well.
Most of these items are Wall Mart or 99 cent store stuff, so do not get too blown away. After all we asked what they needed!
MEXonline.com Visas for Temporary Residents
For persons wishing to reside or retire in Mexico.
1. VALID PASSPORT AND ONE PHOTOCOPY.
Passport must have at least 6 months of validity remaining. If person is a legal resident of U.S., a copy of the front and back of the alien registration card is also required.
2. LETTER FROM THE BANK that proves a minimum monthly deposit of One Thousand ($1,000) dollars per dependent.
OR
COPIES OF YOUR BANK STATEMENTS for the last 6 months that proves your monthly deposit covers the amount stated above.
3. TWO (2) PASSPORT FRONT VIEW PHOTOS
no automatic machine photos will be accepted.
4. COMPLETED APPLICATION FORM
5. FEES :
One Hundred Thrity Two (132.00) dollars (U.S.) paid in cash only - no money orders, company, personal or cashier's check will be accepted.
How to get an FM3 - Mexican residency visa - Mexico
1. Proof that you have enough money to live in Mexico. For a single person, this might be $1000US per month, and less if you own a home. Bring 3 copies of your bank statement for the last 3 months.
2. Proof of residency. Bring 3 copies of your electric and telephone bills. If you rent and do not have these, you can go to the Precidencia in San Blas, and they will issue you a proof of residency paper for around 50 pesos.
3. Three copies of your passport - they want copies of every page including the front and back cover.
4. You need 4 passport size photos. There is a place down the street from the office in Tepic - best to let them do it since they know exactly what is required.
5. They will give you 2 forms at the office that you will have to fill out (and make copies of at the nearby copy offices). The first is sort of a letter - they told me what to say at the office. The second is a long form - I had a copy of my friend's form so I just copied what she had put in.
6. Once everything is approved they will fill out the Forma Fiscals and you will take the forms to the bank and pay. The bank will stamp the form and you bring it back to Immigration Office.

Of course you can. Find the consulate nearest you and go in to see them. Here's the list: http://www.sre.gob.mx/acerca/directorio/consulados/dirconsulados.htm
You might try calling them and asking questions, but generally, a face to face visit will be required. They'll probably give you a list of documents to gather and present to them. Remember to ask specific questions about the requirements before you leave the office, so that you can get everything together without have to go back for clarification.

According to Skoriak, "if Americans get the FM-3 residency visa, the coverage can be very good depending on where the resident is located and the facilities available in the area. A good working knowledge of Spanish would be very helpful as well, but not necessary. Some of the hospitals in Mexico are excellent, and the CIMA in Hermosillo is world class. The Naval Hospital in Guaymas is also said be to very good, but will only treat foreign residents for acute care and emergencies, not chronic care. Legal transfer
Money will transferred in the US and any necessary re-flagging, US Coast Guard documentation, title transfers, escrow etc will be handled there by;

unless you have another established representative who you would prefer and subject to mutual agreement.
This will protect both parties in the deal and, by using a client account, your money and title.
MDS regularly deals with boat sales in Mexico, is used by many of the yacht brokers here and have an excellent reputation; they act in more boat sales in Mexico than any other marine documentation service.
Purchase in Mexico will probably yield tax advantages to non Mexican nationals (gringos). I am not in the tax business and suggest you contact professionals in that area to ensure that you understand your obligations. However, you save thousands of dollars by legally not being required to pay sales tax on this purchase.

This free service is to supplement a variety of other weather information available to cruisers, including weather faxes, grib files –– and looking at the weather out the port of your own boat.
These forecasts are usually more accurate for offshore conditions (60 miles and beyond) and may not be as accurate in predicting local coastal conditions.
And, as always, no weather forecast should substitute your own common sense out there on the water.
