Then 2004 brought a new cabinet which swiftly cut the top rate of tax from 42% to 20%, leaving multimillionaires paying exactly the same proportion of their income into government coffers as those on an annual salary of less than £500. Special economic zones were created, foreign investment reached dizzying heights ($13bn in 2008) and, in the past three years, economic growth has clocked in at a consistently high 7%. The minimum wage, incidentally, has remained fixed at less than £4 a month throughout. The global business community applauded Mubarak's rule as "bold", "impressive" and "prudent".
The conference was entitled "Just for you". Whom that "you" was wasn't specified, but it can't have been any of the 90% shut out of Cairo's miraculous economic boom. As the eminent Egyptian economics professor Galal Amin argues, "Those who continue to preach the trickle-down theory are likely to be the ones who do not really care whether anything trickles down at all."

As the situation becomes more desperate, Egypt has moved closer to, its American patrons. More arms deals have been signed, and a 1.8 billion dollar aid programme agreed. The bulk of this money will go to food subsidies (estimated £511 million this year) and payment for previous loans. At the same time relations with Russia have reached an all-time low. In mid-March trade and diplomatic agreements were torn up, and Russia denied any military facilities in Egypt. Aimed at disciplining Moscow for its failure to produce more arms, or to reschedule the enormous Egyptian debt, the move was seen by many as an irrevocable step towards the West. Sadat kept his Moscow line just open, however, by signing a new agreement on trade in early May.
Simultaneous with the break with Russia Sadat ordered Prime Minister Salem to introduce a full programme of ‘austerity measures’. This must be a bitter joke for the millions of Egyptians whose lives are already unbearably austere, especially in view of the wave of luxury consumption which followed the lifting of import restrictions. ‘Conspicuous consumption and corruption provokes anger and invites retribution’. (Sunday Times 29.3.76) Within two weeks Egyptian workers had responded with strikes and demonstrations. As reported in Socialist Worker (3.4.76) seventeen thousand textile workers at Damietta struck in protest at the withholding of bonus payments. Salem’s police attacked them with batons and teargas. In Cairo several hundred workers marched to demand wage increases to keep up with price rises, and for better living conditions. Sadat commented that ‘strikes, disturbances and pressure from any element against the government are strictly forbidden.’

- The huge standing army, 800,000 strong, is an obvious target for capital savings. The military budget consumes one-third of the GDP. There are two dangers. Sadat cannot cut corners by paying less for the ever more sophisticated weaponry his advisors demand. But to make cuts in manpower means releasing numbers of young conscript workers and peasants into the already massive pool of unemployed – to invite the possibility of more organised anti-regime agitation. Second, any transfer of capital away from the military will antagonise the professional soldiers who have been Sadat’s guarantee of support over the last few years. And Sadat knows only too well that opposition inside the military can brush him aside, as it has done other civilian and military rulers throughout the Middle East regularly since Nasser lead the ‘Free Officers’ coup of 1952.

على مدى السنوات الماضية، وعلى العكس من الطبول التي صاحبت بدايته، توارى المشروع إلى الظل. وتجنبت الصحافة الرسمية حتى الإشارة إليه عدا في المرات القليلة التي زار فيها مبارك الموقع. والحقيقة أن المشروع لم يتحرك كثيراً على مدى ما يقرب من نصف المدة المقررة لإنهائه. فبرغم قيام الحكومة بإنفاق ما يقرب من 17 مليار جنيه مصري على البنية الأساسية (التقديرات الرسمية تتجاوز الخمسة مليارات بقليل لكن جميع الخبراء الاقتصاديين يرفضون الرقم)، فإن ما تم استصلاحه حتى هذه اللحظة لا يتجاوز سبعة آلاف وخمسمائة فدان من بين ثلاثمائة ألف كان مخططاً لها. أغلب هذه الأراضي قامت باستصلاحها شركة جنوب الوادي في العامين الماضيين في الوقت الذي لا تتجاوز فيه مساحة الأراضي التي تمت زراعتها في المساحة الوحيدة التي تم تخصيصها لمستثمر خاص هو الوليد بن طلال ستمائة فدان حتى الآن. وبالمقارنة بـ 2 مليون شخص كان من المفترض أن ينتقلوا للحياة في توشكي عبر توفير 700 ألف فرصة عمل جديدة ، هناك 15 ألف شخص يعيشون هناك الآن، أغلبهم عمالة مؤقتة بينما مازالت مدينة توشكي الجديدة حبراً على ورق. ومازالت جهود الحكومة في إقناع مستثمرين خاصين برغم كل التسهيلات تواجه حائطاً سداً. وهكذا فإن أكثر من مائتي ألف فدان لم يتم تخصيصهما للآن. وتتوقف طموحات هادي فهمي وشركته عند الزراعة بالوكالة للشركات في مقابل تسليم المحصول المزروع لها (على سبيل المثال، زراعة الشعير لحساب شركة الأهرام للمشروبات). وذلك شريطة نجاح شركة جنوب الوادي في إضافة 30 ألف فدان أخرى للأراضي المزروعة بحلول يناير 2007.
والحقيقة أن خبراء وعلماء مهمين على رأسهم شيخ الجيولوجيين د. رشدي سعيد قد توقعوا إلى حد بعيد ماحدث في توشكي منذ البداية. فمن ناحية كان هناك تساؤل حول صحة توجيه عشر دخل مصر المائي للمشروع مع الوضع في الاعتبار أن فيضان 1996 كان استثنائياً وأن مصر تعاني بالفعل من نقص متزايد في مواردها المائية. هذا بالإضافة إلى أن ارتفاع درجات الحرارة الهائل في المنطقة (تصل إلى خمسين درجة مئوية) يرفع معدلات البخر بطريقة هائلة وهو الأمر الذي يجعل الهدر كارثيا، ويوقف عملياً الزراعة لمدة ثلاثة أشهر من السنة. أيضاً قدر رشدي سعيد منذ البداية أن عدد فرص العمل التي سيخلقها المشروع لن تتجاوز الثلاثين ألف فرصة عمل خاصة مع ضرورة اعتماد منطق الزراعة الرأسمالية الواسعة لكي تكون الزراعة اقتصادية (وهو ما يتناقض مع فكرة انتقال الشباب للعيش هناك وامتلاك أرضهم الخاصة واستصلاحها التي لعبت عليها الدعاية للمشروع في بدايته).

- سوء التخطيط وإهدار الموارد والفساد والانحياز ضد مصالح الفقراء والاستغلال السياسي. كل هذه سمات أساسية للسياسات الاقتصادية التي اتبعها نظام مبارك على مدى ربع قرن. ومشروع توشكي بحكم الموارد الهائلة التي وجهت له هو نموذج واضح لكل هذه السمات. فالمشروع لم يقم على دراسة ذات قيمة علمية للبدائل المختلفة للتعامل مع ازمة التكدس السكاني في الشريط الضيق في الوادي. وهو بالتأكيد قام على إهدار مالي ومائي هائل لموارد مصر الاقتصادية.
