As they try to cope with gaping budget deficits, at least 15 states from
every region — including Alabama and Georgia; California, Washington and
Arizona; and New York, New Hampshire and Massachusetts — are in various stages
of considering or implementing furloughs. The longest furloughs so far appear to
be 24 days in Alabama, the same number proposed in Minnesota.
