Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof…unless your institution of higher learning is getting part of the massive (nearly $900-billion and counting) Obama/Reid/Pelosi stimulus proposal.
Both versions of the bill, the House version (H.R. 1) that passed on Jan. 28 by a 244-188 margin, without a single Republican vote, and the Senate version (S. 336), which will probably be voted on in the next few days – include language that would “prohibit” modernization, renovation, or repair of facilities:
(i) used for sectarian instruction, religious worship, or a school or department of divinity; or
(ii) in which a substantial portion of the functions of the facilities are subsumed in a religious mission

Those who recognize that our reliance on foreign oil from regimes that fund or facilitate terrorists constitutes an ever-more-serious threat to our national and economic security are hailing Oct. 1 as American Energy Freedom Day.
On that first day of the new fiscal year, the congressional prohibitions expire on offshore drilling for oil and natural gas, as well as for the oil shale available in Western states.
The Democratic-controlled, do-nothing Congress for once is frantic to do something before that deadline hits. In a big election year, with summer gas prices exceeding $4 a gallon, voters won't swallow an extension of the ban.
So Speaker Nancy Pelosi on Tuesday had the House of Representatives pass legislation she unveiled less than 24 hours earlier, with Republicans blocked from offering amendments.
The move won them misleading headlines declaring that Pelosi's Democrats had "eased offshore drilling ban" in what the press described as "a stark reversal."
But Texas Rep. Jeb Hensarling, the Republicans' Study Committee chairman, correctly called the bill "a sham" with no provision addressing the dire need for construction of new oil refineries, "no clean coal, no energy exploration in arctic Alaska, no nuclear energy and — if you read it — no exploration in the Outer Continental Shelf for energy in their bill."

She’s already made it clear that in exchange for drilling off the coasts, she expected Republicans and the energy industry to accept measures they don’t like, such as a renewable portfolio standard and the Democrats’ signature “use it or lose it” legislation that would force energy companies to either start drilling on their federally leased land or give it back.

The Senate Republicans who are trying to force Congress to lift restrictions on offshore drilling say they have 38 senators backing their efforts to force a showdown over the critical campaign issue of energy prices — one that could shut down the government.
Democratic leaders in Congress want to extend the moratorium on new offshore oil and gas drilling, which is due to expire Oct. 1, and the most likely route would be to attach the proposal to a catchall spending bill needed to keep the federal government running.
But at least 38 Republicans have signed a letter pledging to "actively oppose" that extension.
