Kyoto Treaty Takes Effect Today

  • Kyoto could equally be the harbinger of an international model that rewards pollution-cutting innovation and pushes countries and companies to pursue cleaner forms of growth.
  • Bush administration officials said the treaty would hurt the economy and is ineffective

Should the United States Ratify the Kyoto Protocol?

  • The Kyoto Protocol is an amendment to the United Nations Framework Convention on Climate Change (UNFCCC), an international treaty intended to bring countries together to reduce global warming and to cope with the effects of temperature increases that are unavoidable after 150 years of industrialization.
  • The countries are allowed to use emissions trading to meet their obligations if they maintain or increase their greenhouse gas emissions. Emissions trading allows nations that can easily meet their targets to sell credits to those that cannot.

Kyoto Protocol

  • it became increasingly evident that only a firm and binding
commitment by developed countries to reduce emissions could send a signal strong enough to convince
businesses, communities and individuals to act on climate change
  • The major distinction between
the two, however, is that while the Convention encouraged developed countries to
stabilize GHG emissions, the Protocol commits them to do so.

Introduction

  • I think with the compliance procedures, not only would the U.S. be making itself cleaner and reduce the amount of damage that we do the planet, but the Protocol could really be an opportunity to form good relationships with other countries. Coming together for a common goal. - celsplode on 2008-04-14
  • The Kyoto Protocol compliance mechanism is designed to strengthen the Protocol’s environmental
integrity, support the carbon market’s credibility and ensure transparency of accounting by
Parties.  Its objective is to facilitate, promote and enforce compliance with the commitments under
the Protocol.  It is among the most comprehensive and rigorous systems of compliance for a
multilateral environmental agreement.  A strong and effective compliance mechanism is key to the
success of the implementation of the Protocol.

Mechanisms under the Kyoto Protocol

  • The Kyoto Protocol broke new ground by defining three innovative “flexibility mechanisms”
to lower the overall costs of achieving its emissions targets. These mechanisms enable Parties to
access cost-effective opportunities to reduce emissions or to remove carbon from the atmosphere in
other countries. While the cost of limiting emissions varies considerably from region to region,
the benefit for the atmosphere is the same, wherever the action is taken.
