cc4dice - Open_Access
The basic principle of Open Access is expressed, for instance, in this statement by the Swiss National Science Foundation:
* ... Research sponsored by public funding should be publicly accessible as far as possible, not least in the interests of science itself. To this end, the Swiss National Science Foundation (SNSF) has issued provisions on Open access to scientific publications of projects sponsored by the SNSF.

OpenDOAR is an authoritative directory of academic open access repositories. Each OpenDOAR repository has been visited by project staff to check the information that is recorded here. This in-depth approach does not rely on automated analysis and gives a quality-controlled list of repositories."
Rights issues relating to self[-archiving]
"The primary function of the RoMEO project was to ascertain all the rights issues relating to the process of self-archiving and to consider ways of addressing them. The following table maps the self-archiving process and the rights questions we identified. "
