This problem crops uo with the Tab Mix Plus extension.
The fix for this is listed on this page and is as follows:
Go into the Tab Mix Plus options and under Events, Tab Opening, change "Load on new tabs" to "User Location" and put this in the location field:
chrome://google-toolbar/content/new-tab.html
