The U.S. Military Index

In an exclusive new index, Foreign Policy and the Center for a New American Security surveyed more than 3,400 active and retired officers at the highest levels of command about the state of the U.S. military. They see a force stretched dangerously thin and a country ill-prepared for the next fight.

French General Challenges Military Transformation

  • A new book by a serving French Army general argues that military transformation is largely irrelevant to future conflicts, which are likely to be waged against irregular fighters in cities, and in which adaptability, not planning, will deliver the political prize of stability.
    • Wait, how is the identification and adoption of ideas, technologies, and organizational structures meant to allow information sharing and adaptation (a.k.a. transformation) irrelevant to fighting irregulars in cities or to adaptation? - on 2008-01-30

  • “There has been a disconnect between the military effect and political effect,” said Desportes
    • Right. Which is why NCW theorists are always talking about "effects-based operations." - on 2008-01-30

Gates Credits Russian Military Ideas

  • Defense Secretary Robert Gates told students at an elite Russian military academy Saturday that much of the inspiration for the U.S. military's modernization in the 1980s came from Moscow.
  • He said the seeds of U.S. combat successes in the 1991 Gulf war were sown a decade earlier with an infusion of new ideas on using modern technologies to fundamentally change the nature of warfighting.

"What is less well known _especially in America — is that much of the original thinking on these matters was done by the Soviet military as far back as the 1970s when officers wrote about what was then called a `military technical revolution,'" he said.

Cebrowski praises changes to Army's Future Combat Systems plans

  • Cebrowski said the Defense Department will increasingly equip smaller forces with radios and a mix of lethal and nonlethal, active and passive weapons, based on techniques learned from public safety and police departments.
  • The Stryker Brigade program is "doing very well," he said—not so much because of the vehicles as because of the networked structure. "The soldiers offload their packs and arrive more ready to fight, physically and mentally," he said.

Intelligence veteran aims to motivate young analysts

  • Wertheimer is the idea man, "my philosopher of transformation," as Fingar recently put it.

Transformation has less to do with changing procedures than with changing people. A key pillar is a suite of new information-sharing and collaborative technologies that look and feel a lot like Google, Wikipedia, and My Space, the networking and search tools that younger analysts grew up using at home and in their dorm rooms. These newcomers have been baffled to find that these 21st-century staples aren't widely used within the intelligence community.

The first of the new intelligence tools came online recently. Analysts can now log on to Intellipedia, a collaborative knowledge base that they can use to swap leads and examine one another's work. (Officials say that Intellipedia helped one group of analysts create a helpful report on Iraqi insurgents' use of chlorine gas to increase the lethality of improvised explosive devices.) Later this year, Wertheimer's team will launch A-Space ("A" for analyst), modeled after MySpace and the popular website Facebook. Officials hope the new site will help analysts create social networks outside established channels.

  • Sixty percent of U.S. intelligence analysts have five years of experience or less on the job.

Danger Room - Wired Blogs

  • Critics of this work, however, say that human interactions are way too complicated to predict and relying on models is delusional.

“They are smoking something they shouldn't be," retired Lieutenant General Paul Van Riper told Science Magazine recently about such work. "Only those who don’t know how the real world works will be suckers for this stuff.”

Fire and Ice: Then and Now

  • My boys will gladly tell you all the faults and failings of the military – sometimes they can’t contain their frustration (don’t tell me the military doesn’t have “independent thinkers, questioners,” or would-be “advisors”!), but they will also tell you that there has never been a time when it’s been perfect, and we can’t wait until it is to protect and defend ourselves. And they ARE protecting and defending us, and our way of life. But somehow we’ve come to the point in our collective thinking that if we don’t do everything perfectly, blamelessly, we can’t do it. Certainly can’t defend our doing it. But our enemies love that insecurity, and capitalize on it.
Thankfully, there are still realists and patriots among us, and sons who will join the service even though their moms don’t want them to.

After Rumsfeld: Bid to Reshape the Brain Trust

  • Senior administration officials have said that pouring more troops into the most violent of the Baghdad neighborhoods is among the possibilities that Mr. Bush may now consider. But they cautioned that the president was hesitant to commit more forces unless Prime Minister Nuri Kamal al-Maliki provided far more Iraqi troops to the effort. Until now, Mr. Bush has resisted calls from Republicans like Senator John McCain of Arizona, to increase the size of the American force, just as he has rebuffed calls for setting deadlines for the withdrawal of American troops.

On Thursday morning, Mr. Bush said, “I’m open to any idea or suggestion that will help us achieve our goals of defeating the terrorists and ensuring that Iraq’s democratic government succeeds.”

Pace Discusses Transformation During Kirtland Meeting

  • Marine Gen. Peter Pace spoke to about 1,000 airmen and civilians at the parade ground here today and then took questions.

A young sergeant wanted to know about transformation. "If we never got any new toys and just had a different mindset about how to use them, that would be transformational," the chairman explained.

He pointed to Air Force special operations personnel who were present and said their actions in Afghanistan and other places in the war on terror demonstrated the meaning of the term. "They understand how you can take things that you have right now and employ them in different ways that you never really thought about until you were faced with the need."

That mindset change is needed for transformation to succeed, he added.
