Electric cars and charging stations go together, but there's a kind of chicken & egg problem; who's going to build charging stations along highways and public roads if there are no electric cars, and who's going to buy a electric car if there are no charging stations? The French government seems to have decided that the way to crack this dilemma is to build a network of charging stations using taxpayer money as part of a broader initiative to encourage the development of clean vehicle technology and battery manufacturing in the country.

Google Inc is in the early stages of looking at ways to write software that would fully integrate plug-in hybrid vehicles to the power grid, minimize strain on the grid and help utilities manage vehicle charging load.
"We are doing some preliminary work," said Dan Reicher, Google's director of Climate Change and Energy Initiatives. "We have begun some work on smart charging of electric vehicles and how you would integrate large number of electric vehicles into the grid successfully."

Just a few hours after General Motors called for a standardized EV plug, one has been created!
Caroline Reichert, a spokeswoman for the Germany energy company RWE, said leading automotive and energy companies have reached an agreement for a standardized plug for electric cars. It is a summary of his Master thesis in environmental science at Wageningen University in the Netherlands (PDF, 3 Mb, 72 pages).
Developments in battery technology have made cars driven by electric propulsion cost competitive with internal combustion based cars. Based on a scenario in which a car owner drives 15,000 kilometers annually, the car is owned for a period of 6 years, and the oil price on average remains above 100 dollars per barrel in the next two decades, it was found that an electric car for the consumer is already cheaper than a gasoline powered vehicle in the Netherlands, and that this will only improve in the future. This is the case because higher initial investments in the purchase of an electric car are more than compensated by lower fuel costs, reduced maintenance and tax benefits. Furthermore, greenhouse gas emissions of an electric car are at least half that of the gasoline powered car based on the current Dutch electricity mix.

BYD Auto's plug-in hybrid electric vehicle, the F3DM, is now on sale in China, the company announced this week at a press conference in Shenzhen, China.
The F3DM, which will retail for 149,800 yuan ($21,200), can travel 100 km (63 miles) on its battery before needing to be recharged, according to BYD Auto.

Seems shrinking gas prices haven't deterred Toyota's need for hybrid developin' speed. Starting with the third generation Prius and the new Lexus hybrid, the HS250h, which are being unveiled at the North American International Auto Show in Detroit, the car company has announced that it will launch as many as 10 new hybrids by the early 2010's.
Energy Outlook
Ever since last week's announcement of a deal to roll out Project Better Place's model for recharging electric cars in Hawaii, I've been curious about how it would work out, if the supplies of new renewable electricity needed to wean the Islands' million or so cars and light trucks off of oil were not forthcoming, or at least didn't materialize as quickly as the company and state hope. If I've done my sums right this morning, it appears that electrifying Hawaii's passenger cars would still save large quantities of oil and reduce greenhouse gas emissions significantly, even if every kilowatt-hour (kWh) to run them was generated from the state's oil-fired power plants.
