It's important to note that none of the half dozen or so ISPs involved has signed agreements. The companies are "skittish" about negative press and could still back out, said the sources. But as it stands, AT&T and Comcast are among the companies that have indicated they wish to participate in what the RIAA calls a "graduated response program."

Sources told CNET News that the RIAA hasn't asked any ISP to peer into packets or be responsible for monitoring their networks for piracy. The RIAA will continue to identify alleged copyright violators and report them to their ISPs.

Looks like Cox Communications is following in the footsteps of Comcast, having been found to be interfering with file-sharing by blocking its customers’ Internet connections. A study based on research by The Associated Press and Krishna Gummadi at the Max Planck Institute for Software Systems found that about 54% of Cox users were blocked while using file-sharing services. About 62% of Comcast users were blocked as well.

Data collected by the BitTorrent client Azureus shows that Comcast might only be the tip of the iceberg when it comes to BitTorrent throttling ISPs. Early findings show that customers from quite a few other Internet service providers experience an unusually high amount of TCP-resets.

We have recently observed this shift in policy, and have collected network traffic traces to demonstrate the behavior of their traffic shaping. In particular, we are able (during peak usage times) to synthetically generate a relatively large number of TCP reset packets aimed at any new TCP connection regardless of the application-level protocol. Surprisingly, this traffic shaping even disrupts normal web browsing and e-mail applications. Specifically, we observe two different types of packet forgery and packets being discarded.

Long at loggerheads, cable provider Comcast Corp. and popular file-sharing company BitTorrent Inc. now are working together.
The deal comes as BitTorrent, which became known for developing software technology widely used to illegally share files, is trying to reinvent itself.

I recently followed Lifehacker's guide to BitTorrent and set my laptop up with the uTorrent program. Using a combination of PizzaTorrent and uTorrent, I downloaded several movies and albums, perhaps 30 in all. Yesterday I received a letter in the mail from Cablevision (my ISP) saying that Paramount/Dreamworks had filed a complaint with them regarding my illegal download of one of their films.
