Wired Campus: Recording Industry Proposes Taxing Students Instead of Suing Them - Chronicle.com

  • Warner Music Group is in talks with several universities about this experiment in “voluntary blanket licensing,” said a post last week on the blog Techdirt. Colleges would collect the money, and the recording industry, through a nonprofit organization, would distribute it to artists, according to a slideshow presentation embedded in the Techdirt post.
  • The blanket license, the presentation says, is similar to current models for radio and television. But all universities and Internet service providers would have to sign on, it says, for the plan to work. Techdirt didn’t like the sound of that.

P2P policy to require RIAA proof - News

  • Duke will now require agencies like the Recording Industry Association of America to provide evidence of copyright infringement before forwarding pre-litigation notices to students, the Office of Student Affairs said Tuesday.
  • "What we're saying is that in order for us to pass on a settlement letter to a student, we're going to start requiring evidence that someone actually downloaded from that student," Moneta said. "If the RIAA can't prove that actual illegal behavior occurred, then we're not going to comply."

MPAA to Congress: Filtering is in colleges’ best interests

The College Opportunity and Affordability Act sailed through the House last month. The bill contains a reauthorization of key federal funding for student aid, and the MPAA managed to pack the House version with a pair of provisions that the colleges and universities in question want nothing to do with.
