"New Delhi: In a landmark decision, the Central Information Commission, on August 20, directed the Directorate of Health Services, Delhi, to pay a compensation of Rs. 50,000 to a poor patient who could not get a bed under the Economically Weaker Section (EWS) category. All private hospitals availing themselves of concessional land allotments have mandatorily to keep aside 10 per cent of their beds for poor patients.

The decision to award such a large sum as compensation was given by Central Information Commissioner Shailesh Gandhi on a complaint from Pooran Chand, a BPL card holder with a life-threatening spinal disease. Mr. Chand, who required immediate spinal surgery, went to the India Spinal Injury Centre (ISIC), which is covered under the EWS scheme. The ISIC presented him with an estimate of Rs. 1.75 lakh which was way above his means."

On May 7, 1895 Madras Tramways Company commenced its first commercial operations in the city. The Hindu reporting it on May 8 described that six cars started early morning and “ran up and down the whole day till late at night.” The patronage was good, so the tram cars were full.

People of Madras were familiar with horse-driven tram service that was introduced in 1877. The electric trams were new to them. The Tramway Company was thoughtful. It introduced trial services before the formal inauguration and even offered free ride to the public encouraging them to try it out.

However, three days before the formal inauguration, the company promptly issued advertisements in three languages - English, Tamil, and Telugu – announcing that the free services will be terminated once the commercial operations begin. The passengers were reminded the charges will be six pies for each mile and “the money must be handed over to the conductor who will give a ticket in exchange.”

"Bangalore: The heart-breaking saga of the Beggars' Rehabilitation Centre continued on Thursday, with eight more inmates dying, taking the toll in the past three days to 20. Shockingly, it has emerged that 92 inmates have died in 19 days.

Rattled by the mass deaths, some 300 inmates fled the centre on Thursday, catching unawares officials engaged in damage control confabulations. Social Welfare Minister D. Sudhakar blamed a section of local people for helping them escape.

Nearly 40 inmates, diagnosed as being in serious condition, were admitted to the Epidemic Diseases (Isolation) Hospital and Victoria Hospital on Thursday."

Nothing is certain in Meera's life. She never knows if her makeshift home will be there or would have been torn down by the police when she returns home at night. Or if her earning from begging would feed her three young children that day.

But despite the precariousness of her life on the streets, the 35-year-old migrant from drought-prone Rajasthan, is clear about one thing: “I would never live in the Beggars' Colony. I'd live here on this footpath if I have to.” And if there is one thing she dreads, it is the police van that comes around every week and rounds up beggars to be put away, indefinitely, at the Beggars' Rehabilitation Centre (known better as Beggars' Colony).

Sensing an opportunity amidst the large media presence, some 300 inmates fled the Beggars' Rehabilitation Centre on Thursday even as officials were huddled in a meeting to discuss the deaths of its 20 poverty-stricken men and women in the last three days.

The mass deaths followed what the inmates said was an under-cooked, very spicy bisi bele bhath served on Independence Day, which triggered vomiting and diarrhoea.

‘Not allowed to call'

Seeing the media, the inmates, who were in a quadrangle outside the dormitories, raged against their appalling living conditions. “This is a hell. Is this the way the Government treats the poor? Will we ever get our freedom back?” said Yellamma, a Rayadurga native who has been here since a month. “They don't allow us to call any of our relatives. They literally disrobed me to take away my cash and address book,” she lamented.
