"My message to them… was transparency and accountability wasn't a goal, it was a process to which we would achieve collaborative democracy using these tools.

"This is now Britain's youth and under-30s saying we want a different settlement with copyright, don't mess around with the way we live our lives. I just really hope that the Government and the Tory front bench listen to that.

Nokia abandoning S60 for Maemo on future N-Series devices? -- Engadget Mobile -- November 2009
This is only rumours. Symbian (S60) is Nokia's only smartphone platform, and Maemo would have a big fight to displace it.

However, it is not impossible and in fact we have undertaken a couple of such projects where we have utilised Alfresco open source ECM technology, and also engaged with the organisation on an agile basis (one of these based in Birmingham .... kinda ironic).
The trick has been about clear expectation setting up front, and ensuring that all stake holders understand the process and the requirements on them as an organisation.
I have to say though, both of these projects came about following fiasco's with large SI's, that held some kind of blanket contract to deliver all things IT related - including websites, DM systems, collaboration and the like - with subsequent failure to deliver on time, within budget, and to a degree of functional capability that could be considered acceptable.

Woolly and vague UK policy update

But the root cause is the failure of the Government to ensure that the public secures rights to access the source, to fix bugs and to add features to the information systems it buys. During the day the SNR sits at 6 plus or
minus and the speed at 6250ish. Just before sunset it rises by 1 or 2dB
for a couple of hours. At sunset it drops down to only 1 or 2 dB and
goes back up to 6 or 7dB at sunrise. My router often looses sync at
11-12 pm when the noise level gets bad, and resyncs at 5800ish. If it
does drop out overnight, I reboot in the morning and it all goes back to
6250/6dB. A couple of days with no dropout at night and I get a 5500
BRAS. After a couple of noisy nights it drops to 5000. -

even hold on down to 1db.
