  I tried adding a sticky note on this exact page when using Firefox addon and it did not offer "public" as an option. Now using Diigolet it works fine.

Adding public inline comments on a home page is not allowed now. We restrained this feature to prevent mass graffiti on home page.
Inline comments (highlight + Add Sticky Note) doesn't give me a "Public" option on any webpages, including this one. The only options are Private or one of my groups.

  This seems to be an error with the Firefox addon, it works fine with Diigolet (Diigo bookmarklet)
