I spoke with our attorney about this subject earlier today.
The AGPL specifically mentions modifications, and that when modifying code you cannot remove any "download this" links. Thus, if you use an unmodified CiviCRM and an unmodified Drupal and Drupal modules, then you're fine and the download requirement applies only to CiviCRM.
If you modify one or the other, then the resulting combined work (Drupal+CiviCRM) has modifications, and therefore the entire thing is subject to the AGPL's download requirements.

If you are submitting a module to Drupal's CVS repository, you don't. Our CVS policy requires all code to be under the same license as Drupal: GPLv2+. That is to avoid having some modules under GPLv2-only and others under AGPLv3, which would then not be compatible and could not be distributed together. To avoid that sort of confusion, we permit one and only one license for anything in CVS, GPLv2+.
If you are unable or unwilling to release your module under that license, you may not check it into CVS. By checking it into CVS, you agree to release it under that license. If we find modules or themes that claim to be under some other license, they will be removed.

(which is defaults to just the filename without the .pt extension)
and can be called directly in a URL.
So, a url like: http://www.iclei-usa.org/main-page/home_page_view
maps to the view template (home_page_view.pt) of object with the id of "main-page"
