“The loan terms themselves are very attractive, something
like the Treasury rate for a fairly long period of time,” Bill
Capp, Beacon’s chief executive officer said in an interview last
month, as the company awaited approval. “Even with the delays
and the expense, we still think it’s our best way of getting
that first plant financed.”

Solyndra expects the guaranteed loan to provide debt financing for some 73 percent of the costs for a photovoltaic solar panel factory producing up to 500 MW per year and employing about 1,000 people.

In late March, cylindrical solar panel maker Solyndra snagged the first guarantee — for a whopping $535 million — to finance a new factory, three years after it applied for the funds and four years after Congress created the program.

It’s official: Tesla Motors has won approval for $465 million in low-interest direct loans from the Department of Energy under the delayed Advanced Technology Vehicle Manufacturing Program.

The DOE’s offer outlines
terms for a loan that would finance more than 60% of Beacon’s planned
20-megawatt (MW) flywheel-based energy storage plant to be located in
Stephentown, New York.

The loan, which would be funded by the U.S. Treasury’s Federal Financing
Bank, is expected to provide debt financing for 62.5%, or $43 million,
of the estimated $69 million total project cost. Approximately $50
million of this total cost is direct equipment and facility costs.
Beacon’s equity contribution of roughly $26 million will be provided by
a combination of cash, in-kind assets, and other eligible project costs.
Before the loan can be closed, the DOE’s conditional commitment is
subject to negotiation and completion of a number of contracts and
conditions.

Nordic Windpower has been offered $16 million to support the expansion of its assembly plant in Pocatello, Idaho, to produce its one-megawatt (MW) wind turbine.

Beacon Power, an energy storage company, has been offered $43 million to support the construction of its 20-MW flywheel energy storage plant in Stephentown, New York that will help ensure the reliable delivery of renewable energy to the electricity grid.

The $16 million loan guarantee offered by the U.S. Department of Energy (DOE) to Berkeley, CA-based Nordic Windpower will accelerate commercialization of the company's Swedish-designed, two-bladed wind turbines, marking the first utility-scale alternative to the industry's dominant three-bladed design in over a decade.

Many officials, including President Obama, say that the grid is antiquated and that thousands of miles of new power lines are needed to allow construction of wind farms and solar fields in the most promising spots. Many of the best wind sites are in the Midwest, far from the electric load in populous East Coast cities.
