Samfundsvidenskab kan altså ikke forudsige
samfundsomvæltninger og den kan også kun vanskeligt opstille hypoteser der
kan falsificeres, selv om det dog skal efterstræbes.Hvad den i særlig grad kan og skal, har Popper to
forskellige svar på. Det ene er at "spore de utilsigtede følger af bevidste
menneskelige handlinger" (Forudsigelse og profeti, s. 87), således at man kan
forudsige i stedet for at profetere. Det andet er at søge at medvirke til at
forandre verden og ikke bare fortolke den - som Popper siger med et
