About 200,000 students are in full-time virtual schools, getting all of their schooling online.

Ms. Harris is trying to change all that. With a colleague, Steven Zucker of the Pratt Institute, she created a “Web book” that takes advantage of multimedia technology to reimagine the art-history textbook online. The free, nonprofit project, called Smarthistory, is winning honors and gaining traction at colleges. Its model could offer a template for similar open textbooks in other disciplines.

Hawaii Preparatory Academy’s Wiecking might be the iPad’s most fervent educational proponent. He can reel off a list of apps his school will be using in the classroom: Star Walk for astronomy; Molecules for biology; iTranslate for language classes; SignalScope for physics classes—and so many more. Those apps, he said, allow students to do more than consume information. The iPad's pinch-and-zoom touchscreen will allow them interact with and manipulate it.
“It’s going to be our chance to change how we teach,” Wiecking said. “I’m so excited to be a teacher these days.”

So with a $750,000 matching grant from the Bill & Melinda Gates Foundation, the board has started an ambitious program to develop low-cost, online instructional materials for its community and technical colleges. For the Open Course Library, as the materials are known, teams of community-college instructors, librarians, and Web designers from around the state are creating ready-to-use digital course modules for the 81 highest-enrolled courses. The first 43 courses, which are as varied as "General Biology" and "Introduction to Literature 1," will be tested in classrooms beginning this month.
The basic design requirements of the Open Course Library are simple enough. The material must be available online and accessible to anyone, says Mr. Green. Faculty designers, hired for their teaching experience and expertise in the subject, can use material from anywhere and anyone, as long as they abide by licensing agreements. Instructors can then use and revise the material as they see fit, dropping and adding components to customize the course for their own students. And now they have peer-vetted syllabi, lecture notes, and teaching materials, available with a few clicks of the mouse.

Last semester 50,000 Ohio freshman psychology students had the chance to save $100 by using a digital version of textbooks agreed upon by professors across the state.

Getting professors at all the state’s schools to agree on a few texts and assigning the digital version to students was a first for the state, said Eric Fingerhut, chancellor of the Ohio Board of Regents. It is also the latest example of how public colleges are working together to reduce student expenses.
