Texas Education Agency's state technology standards. Includes skills students should know at different grade levels, so this site might be useful for developing a scope and sequence guide across the years for your school or district. Although I don't agree with their pacing -- much too aggressive for the younger grades. The kids should be playing and building up their internal picture-making skills.
I don't know what the state of the NETS-TF (TF = Technology Facilitators) is -- I can't find NETS-TF right now on the ISTE site. But here is a wiki devoted to NETS-TF, with links.
