non-governmental research institute and library located at The
George Washington University in Washington, D.C. The
Archive collects and publishes declassified documents acquired
through the Freedom of Information Act
(FOIA). A tax-exempt public charity, the Archive receives
no U.S. government funding; its budget is supported by publication
royalties and donations from foundations
and individuals. On March 17, 2000, Long Island University
named the National Security Archive as winner of a Special
George Polk Award for 1999 for "piercing self-serving
veils of government secrecy" and "serving as an essential

Usted quiere invertir, construir un puerto y en definitiva afectar económica, ambiental y socialmente un departamento del país. Usted quiere poner dinero, y quiere, un retorno por ese dinero que pone.
Su principal objetivo,no es ni el bienestar del departamento, ni la protección del ambiente ni siquiera medir el impacto social de su inversión.
Usted quiere hacer dinero. Hasta aquí (salvo para algún enajenado) no hay nada malo. Nuestra forma de vida, permite que la gente haga dinero.
¿Cuáles serían la diferencias entre un proceso llevado a cabo para la construcción de un puerto en Maldonado, Uruguay y otro en Nueva Zelandia?.
Para empezar, su propuesta sería pública. Muy pública. Usted, como empresario, dispondría de una página web donde todo lo referente al proyecto sería casi como el agua: transparente. -

This editor can record and play sounds and import and export WAV, AIFF, MP3, and OGG files. Edit your sounds using cut, copy, and paste features (with unlimited undo functionality), mix tracks, or apply effects to your recordings. The program also has a built-in amplitude-envelope editor, a customizable spectrogram mode, and a frequency-analysis window for audio-analysis applications. Built-in effects include bass boost, wah wah, and noise removal, and the program also supports VST plug-in effects.
Version 1.2.6 enables FLAC support and contains some bug fixes.-
Audacity supports uncompressed audio standards such as WAV and AIFF in addition to OGG and MP3 files. A full complement of basic effects such as reverb, delay, and compression are included. Virtual Studio Technology (VST), Linux Audio Developers Simple Plugin Architecture (LAPSDA), and Nyquist plug-ins also are available if you're looking to expand. Another eye-catching feature is the Beat Analyzer, which helps you peg the beats per minute of a phrase.
The performance of most functions is quick--even CPU-hogging tasks such as exporting to MP3 or adding complex effects. Though Audacity doesn't offer advanced effects or features out of the box, its usability and price set this freeware wonder above the crowd.
