February 11, 2007, PIA Press Release, Palace reiterates urgency of anti-terror bill,

Manila (11 February) -- Malacañang cited anew today the urgency of passing the anti-terror bill, describing it as a linchpin legislation vital to overall national stability, economic growth and global confidence.

Press Secretary and Presidential Spokesman Ignacio R. Bunye pointed out in a statement that the high urgency of the anti-terror bill should not be dismissed.

"Its passage is on the penultimate stage and we believe it would not be too much of a burden for our lawmakers to take a break from the political campaign to act on such an important measure in the national interest," he said.

Bunye’s pronouncements came on the heels of President Gloria Macapagal-Arroyo's call for Congress to meet in a two-day special session starting Feb. 19 to approve pending legislations, particularly the anti-terrorism and tourism bills.

The anti-terrorism bill has been ratified by the Senate, but the House of Representatives failed to do so for lack of quorum Thursday, the last day of the regular session.

"A special session would be a fine opportunity for collective statesmanship in the service of the Filipino people," Bunye said, citing that even President Arroyo doesn’t want to be distracted from the business of the nation even in the heat of the campaign for the midterm elections in May.

"Her focus continues to be on key points in the security and economic agenda that are vital to overall national stability, economic growth and global confidence," he added.

Bunye said that the President’s no-nonsense economic reforms as well as firm diplomatic gains keep investments coming in.

"That is one reason why the passage of the anti-terrorism law is urgent and important for the interest of our people," he explained. "It will help draw in more confidence, investments, and jobs aside from its direct impact on curtailing the movement of terrorists, the funds and materiel across borders and within the Philippines."

He also said that the country’s foreign direct investments (FDIs) are hitting an all-time high "and we must back this up by a show of strong vigilance to protect and preserve our gains." (OPS)

Tacloban City (February 11) – Their positive answer to the urgent call for a special session on February 19-20 in order to allow the passage of the anti-terrorism bill before the May 14 senatorial and local elections, will be a proof of the true statesmanship of the members of Congress.

In attending the two-day special session despite their hectic schedule in campaigning for elections, the members of Congress will be able to manifest a collective statesmanship in the service and for the benefit of the Filipino people.

The high urgency of the anti-terror bill should not be dismissed. Its passage is on the penultimate stage and it is believed it would not be too much of a burden for the lawmakers to take a break from the political campaign to act on such an important measure in the national interest.

In calling for a Special Session, President Arroyo is being consistent when she said that she does not want to be distracted from the business of the nation in the heat of the campaign. Her focus continues to be on key points in the security and economic agenda that are vital to overall national stability, economic growth and global confidence.

The anti-terrorism bill is a landmark and key legislation that has a bearing on these goals. It is because of this that President Arroyo signed Proclamation No. 1235 to convene Congress in a special session to allow the passage of the anti-terrorism bill which only needs the ratification of the House of Representatives and her signature for it to become a law.

The Anti-terrorism Bill proposes additional powers for the authorities against terrorism, including detaining suspected terrorists for a maximum of three days without filing charges against them. The Legislation also includes a provision that grants wrongly detained persons a right to compensation of up to P500,000, roughly 10,000 American dollars.

The bill will hopefully really put to stop the terrorists in their tracts considering that the Philippine Government has been fighting Islamic separatists and communist rebels for years.

The passage of the Bill will further strengthen the international community’s confidence in the Philippines ’ security and the country’s business climate. (PIA 8)

Manila (11 February) -- Manila Overseas Press Club (MOPC) chairman Antonio Lopez lauded President Gloria Macapagal-Arroyo last night (Friday, Feb. 9) for the country’s continued economic growth under her watch, expressing hope that it will eventually lead to economic emancipation.

Lopez made the remarks during the induction of the newly-elected officers of the MOPC, Asia’s oldest and the country’s premier press club, at the Philamlife Tower along Paseo de Roxas in Makati City.

"Five consecutive years or more than 24 quarters of economic growth is the longest economic expansion in the last quarter century," Lopez said. "Since we are talking about economic expansion, we are also talking about another kind of freedom, the economic emancipation which in many sense is the true freedom. I hope under President Arroyo the economy will continue to grow."

The President, who arrived at 6:45 p.m., administered the oath of office to the 2007 MOPC officers and governors led by Lopez who is also the publisher of Biznews Asia.

The other newly-elected officers are Jose Manuel Romualdez, President; Manila Standard Columnist Emil Jurado, Vice-President; Radio Mindanao Network President Eric S. Canoy, Secretary; and Asia World President Nelia T. Gonzales, Treasurer;

BANGUI, Ilocos Norte (11 February) -- President Gloria Macapagal-Arroyo said here Saturday the government is determined more than ever to improve the economic condition of the country in the wake of the high optimism reflected in surveys.

The President made the statement during a two-in-one interview with Leilani Adriano, senior reporter of the Ilocos Times and Monette Soriano, senior reporter of ABS-CBN Laoag at the windmill farm operation building of the 25-megawatt Wind Power Project at Sitio Bantok in Barangay Baruyen here.

"I’m very happy that at the end of last year and even in the beginning of this year all the surveys say optimism is at a record high. I want to continue that message of optimism and I think this windmill of Bangui is a very important symbol of optimism especially here in Ilocos Norte," she said.

The President inspected the $50 million Wind Project to promote the use of renewable energy that could provide cheap electricity without creating harm to the environment.

During her informal interaction with Laoag correspondents, the President revealed that next year, another wind project will be built in Burgos town to augment the existing wind mill in Bangui. The Burgos windmill project is estimated to cost $75 million.

Upon her arrival, the President was briefed by Niels Jacobsen, president of the Northwind Development Corporation on the benefits of wind project in the province of Ilocos Norte.

Jacobsen said the Northwind project is the first to be registered with the executive board of the United Nations Framework Convention on climate.

The project, the first wind power plant in the country and Southeast Asia, was organized to develop wind power projects as a renewable, environmentally friendly and economic source of power generation for the Philippines.

It is the response of Northwind to the government’s call for the development of new and renewable sources of energy.

Aside from this, the project also provides cheaper power for Ilocos Norte Electric Cooperative (INEC) consumers.

He added that in 2006, savings of INEC from Northwind supply passed on to consumers reached to P69.38 million.

The 25-megawatt windmill farm is a Built-Operate Transfer (BOT) project commissioned last June 2005 and currently managed by the Northwind Development Corporation.

According to Jacobsen, the 15 wind turbines operate through a windmill using the natural force from the year-round windy portion of the Bangui Bay. It produces electricity without emitting green house gasses (GHG), and the wind turbine farm also supplies up to 40% of the electricity requirement of Ilocos Norte province.

Energy Secretary Raphael Lotilla and acting Public Works Secretary Manuel Bonoan accompanied the President in her visit here. Also present were Ilocos Norte Governor Ferdinand "Bong-bong" R. Marcos Jr., Ilocos Norte 1st District Representative Roquito Ablan Jr., and Ilocos Sur 1st District Representative Salacnib Baterina.

After her almost two-hour project inspection here, the President flew back to Laoag City where she is slated to attend the pre-program for the annual search for Miss Laoag City Pamulinawen 2007. (OPS/PIA)
