To the Editor:

I read with dismay your July 6 news article on Congressional action to dismantle the United States Information Agency.

Last winter I was a Fulbright scholar in Karachi, Pakistan. As many as 14 people were killed each day in the violence that divides that city.

Because Pakistan lacks the news resources we enjoy, rumors about the causes of the violence were rampant. Suspicions often focused on the United States.

Throughout my stay, however, U.S.I.A. personnel in Karachi worked tirelessly to project an undistorted image of this country.

As the Karachi death toll has risen to more than 30 a day, I am struck by the courage of these people and by the proud example they have set.

It is inconceivable that Congress should find the agency whose mission they so ably represent to be expendable. L. SCOTT GOULD Assoc. Prof., Rutgers Law School Newark, July 6, 1995
