The Philippine government said today that it had arrested the top bomber from the Abu Sayyaf militant group, foiling a plot to attack the American Embassy, shopping malls and the stock exchange here.


A government intelligence report shown to reporters said that the group, which has been linked to Al Qaeda, brought the arrested man, Abdulmukim Edris, to the capital to lead the attacks and that he had planned to use electronically detonated truck bombs.

The military said in a statement that Mr. Edris was the mastermind of two bombings in the southern city of Zamboanga, one at a shopping center last month that killed seven people and another at a health center last year that killed six people. Investigators said he was also being questioned about the bombing of a karaoke bar in Zamboanga last month that killed an American soldier and three Filipinos.

The military said Mr. Edris had admitted he was trained in bomb-making by ''two Yemeni nationals believed connected to Al Qaeda and a Jemaah Islamiah cell in Southeast Asia'' on the southern island of Basilan, an Abu Sayyaf stronghold.
