民政部救灾救济司副司长庞陈敏说，民政部对这次救灾捐赠有更具体的要求：所有接收机构，各级民政部门接收的捐款，一律不得从捐款中开支任何工作性的费用。要求红十字会和慈善总会等慈善组织，不得将此次救灾接收的捐款中提取部分留作原始资金。
