There are many compelling reasons that this idea should be implemented as a form of (modified) company startup.
To the extent that "money" is an obligation (like an IOU), why would someone agree to be "bound" to "work" for it, unless they really need an Income.
Fortunate folks are those that have found something they want to do, that is in sufficient "demand" that others pay them to engage in more of the activity.
