A whistleblower reported that leaky ducts at a TVA coal plant in northeastern Alabama allowed gases to bypass pollution controls.
TVA paid $100,000 in fines, but a TVA Inspector General report discloses that "significant" duct leaks also occurred at one of the agency's Tennessee plants and another plant in Kentucky.
