天津市在报批的方案中提到，土地改革的目标是“建立以用途管制为核心、与社会主义市场经济体制相适应、城乡统一的土地市场体系和土地管理制度。”
今年3月，国务院批复了《天津滨海新区综改方案总体方案》，共包括10个方面的改革试验内容。国务院在当时的批复函中要求，“鉴于土地和金融两个改革方面的特殊性，天津市应制订各自的专项方案报批后实施”。在此后的5个月里，天津方面在与国务院有关部门的不断沟通中，展开了土地专项方案的撰写。
