      Reminiscent of the 1980 Trans Border data flow thinking and just as likely to be ineffective.
  • Canadian government IT organizations were not permitted to use services which stored or hosted the government's data outside their sovereign territory

      This begs a definition of "the Government's data". For example, PIPEDA defines the Subject of the data as a co-owner. If I as a co-owner, choose to store (a copy of) my data in a different jurisdiction, I doubt the government can legally prevent that (at least at this time).
