Ahead of the release of a report on the troubled relationship between Atomic Energy of Canada Ltd. and its nuclear regulator, documents obtained by Canwest News Service show communications between AECL and the regulator were fraught with problems.
The report by an independent consultant is expected to focus heavily those problems.
