This point is relevant as to why FL waiver considerations may be more flexible than a waiver in other academic areas, and particularly in a secondary school setting. This is the legal basis for the most strict policy an institution could have; it does not take into account some of the developmental and practical concerns a secondary institution may have. In addition, a flexible institution could design courses equivalent to the study of other cultures, in lieu of the traditional courses that do not accomodate the needs of LD learners. Finally, parents who have not confronted their child's testing for a foreign langauge waiver at the secondary level should be informed that sooner or later, this issue needs to be addressed, if not for the secondary experience, then surely for the higher education requirements thier son/daughter may be required to meet for the college of their choice.
