Not a ringing endorsement. This reads to me as:
if you're going to be doing research with your masters' level job, get the Ph.D. if only to be indoctrinated in the tradition of sharing your results.
And sharing them with your team members/boss/board DOES COUNT! Academic publication is not the venue to share all of your results, but analyzing and sharing them somehow is key. I don't think Masters' programs really instill that in their graduates.
