中国政府已经意识到，必须推动国内消费需求。但是，中国领导人应该说到做到，言行如一。目前，中国公布的财政刺激计划，并没有试图提振公共和私人消费，而是旨在使中国经济度过难关，直到可以再次出口。这是行不通的。目前，中国政府面对一次机遇，可以把此前过度依赖出口和投资的增长模式，调整为以消费为导向的增长模式。
