笔者认为，如果美国政府最新的救市措施能够发挥作用，则在这种情况下，适当购买美国国债或许有助于实现中国外汇储备的潜在损失最小化。这意味着政府应尽快地将出口导向的发展战略改为内外平衡的发展战略——取消各种优惠性外资外贸政策，取消要素市场上的价格管制，增强人民币汇率形成机制的弹性，并向民间资本开放金融、医疗、教育等领域。只有从源头上遏制外汇储备的增长，中国才能最终摆脱被美国反复“绑架”的命运。
