Rules announced on Sept. 8, 2006, require overseas buyers of Chinese assets to get a Commerce Ministry clearance for deals involving a key industry, a well-known trademark or an ``old Chinese brand.''
Carlyle's plan to acquire Chongqing City Commercial Bank was rejected by the China Banking Regulatory Commission in April of last year.
