I would recommend using unison as a more powerful substitute to rsync, as it is fully bidirectional

It maintains several copies of your backup tree, and when rsyncing each new copy it stores any files that haven't changed as hard links to the previous version. (This is how Leopard's Time Machine works too.)

Cygwin doesn't support Unicode, and Unison has documented problems with international characters across platforms too.
