TiddlyWiki's TagglyTagging systems and the AutoTagger plugin that EricShulman's TiddlyTools adaptation has, may be a useful way to automate tagging. If so, then it should be relatively simple to generate an RssFeed of the results that can automatically be imported into diigo.
The more interesting "next step" in my opinion will to then develop a dynamic mapping system that matches my tags with those of another individual. Perhaps initially, this could be done interactively, almost like a spell check function that simple presents choices. Then, as the individuals tag domains migrate towards the use of common values, Search and Replace algorithms can be used to efficiently convert to a 'standard' tagging scheme.
Finally, tag values are almost certainly likely to "morph" as the collections to which they refer grow and the User bases also grow. (I believe these issues are relatively well understood by librarians who have expereince with the (proprietary) Dewey Decimal Classification system and the Library Of Congress system, as well as by the programmers that work in these areas). That being said, there is an inevitable long-term need for 'intelliegent' tag mapping systems, perhaps driven by Expert Systems technologies or the language translation technologies that are now relatively common.
