While most seem to present a business-as-usual approach, some are more progressive, but without a clear definition as to what the new measures will be and how they will be implemented.
Looking at the plans, they vary enormously in scope, and amibition. Specific sectors such as transport and agriculture are treated very differently. The sector segmentation complicates things, as some measures are horizontal, or partially horizontal. A lot of the measures are programmatic rather than regulatory. Implementation of measures varies dramatically, e.g. finance schemes for homes, or building labelling schemes. Some measures are unique to one country, and interesting as idea. Others are underrepresented, e.g. motor systems.
