대부분의 국가에서는 우리나라의 주민등록번호와 같은 개인식별번호를 제도적으로 금지하고 있다. 또한 국가기관은 물론이고 민간기관도 신분을 나타내는 일련번호를 데이터베이스에서 인적사항을 추출하거나 여러 데이터베이스의 연결고리로 사용할 수 없도록 명시적으로 규정하고 있다.
