16 May 2008 Brussels _ The European Union has admitted that it might not be in position to fully deploy its new law and order mission in Kosovo, by the set date. The EU’s law and mission to Kosovo, known as EULEX, is planned as the biggest EU mission so far, and was supposed to take over the mandate on June 15, when the transitional phase of 120 days after Kosovo’s declaration of independence ends. However, EULEX has been challenged by Russia, which, as a permanent member of the UN Security Council, opposes the independence of Kosovo and the EU mission too. “The United Nations Security Council is blocked, and now everything depends on the talks with UN which needs to tell UNMIK to leave,” a source said. “It is simple; UNMIK is not leaving so we cannot come in.”
