It's not clear why the Diplomatic Security investigators agreed to give immunity to the bodyguards, or who authorized doing so.
An initial incident report by U.S. Central Command, which oversees military operations in Iraq, also indicated "no enemy activity involved" in the Sept. 16 incident.
A follow-up investigation by the Iraqi government, however, concluded that Blackwater's men were unprovoked. No witnesses have been found to contradict that finding.

SOTT: It should not come as a surprise that neither charges, prosecutions or convictions will arise from this investigation. Under 'Order 17' Blackwater already had immunity from prosecution under any Iraqi law, now with a simply manufactured "investigative misstep" the Bush gang have seen to it that any case brought in the U.S. would collapse. If you wanted transparent government, it doesn't get much clearer than that.
