We don't know what a system will do until after we have built it. So there always will be a lag between developing new technologies and ensuring there continued legality. However this system has presumably developed its present set of behaviours over time and now Google wants another few months to mitigate the downside effects of new networks.
What the rest of the world don't know is they probably do no want Google opening the flood gates. What Google may not realise is that sooner or later the data they guard, the sensitive commercial stuff, will have to become public. It would be interesting to know how much revenue Google make on the back of downside searching on the net...?
